PPWR documentation: prepare your packaging data

From the parcel to the country report

MES.Pack links packaging materials and quantities to orders and destination countries. Material weights provide the basis for consumption reports by country, material type and year. Photos and notes document the packing process; your tenant data can be exported for further processing and backup.

1. Maintain materials, composition and actual weights.
2. Record the materials used for each order and its destination country.
3. Review country totals for the reporting year and resolve missing material data.
4. Check the applicable national reporting rules and prepare the required submission.

PPWR and national EPR obligations

The Packaging and Packaging Waste Regulation (EU) 2025/40 applies in stages from 12 August 2026. For reporting, check your role, the relevant Member State and the applicable deadlines. EPR means extended producer responsibility.

A shipment's destination is a useful reporting dimension, but does not by itself determine who is legally responsible. MES.Pack supports data preparation; it does not automatically register your business or submit reports to authorities or producer responsibility organisations.

Questions about packaging documentation

Which data should I collect?

Start with material types, weights, quantities, destination countries and the reporting period. Check additional fields, categories and exclusions with the responsible national body.

Is a photo enough?

Photos help explain the packing process. They do not replace structured quantity and weight data for reporting.

Can I take my data with me?

Yes. Administrators can generate a ZIP export containing tenant data and original files. Review and adapt the exported data to the format required by the receiving body.

Manufacturer and producer: two different roles

Manufacturer (German: Erzeuger): is responsible for packaging conformity. This can also include having packaging or packaged products made under one's own name or trademark.

Producer (German: Hersteller): has extended producer responsibility in the relevant Member State. The role depends on packaging type, supply chain and first making available, among other factors. Both roles may belong to the same business.

The microenterprise threshold is fewer than 10 employees and annual turnover or annual balance sheet total not exceeding EUR 2 million. Linked enterprises, annual work units and the two-year status-change rules must be considered. Size alone does not determine the role or an exemption.
